Face Soap Are Cleansers And Face Soap Interchangable?

Ok, so I've been using skin care clinics. I can not get a cleansing foam on the make-up clean and then a very expensive soap I wash my face clean and bacteria. I started with Neutrogena acne wash, but it made my face puffed up like a balloon (I think I'm allergic). Anyway, I'm back and I can not find anything, in particular that kills bacteria. When I have more right to their own reception? Or is it just the exchange of information outside of makeup and dirt?
